Iowa has a two-tier system. Basic Cottage Food: no cap, no registration, non-TCS foods only. Home Food Processing Establishment (HFPE): $50,000/year cap, registration required, adds pickles, fermented items, and home-canned goods (pH ≤ 4.60 or Aw ≤ 0.85). Both: direct-to-consumer only.
