Texas SB 541 (effective September 1, 2025) tripled the cap to $150,000/year (from $50,000), indexed for inflation starting 2026. Landmark expansion: now allows TCS foods (cheesecakes, flan, cream pies, pumpkin pie, cut fruits/vegetables, cheese, vegetarian casseroles/pasta, pizza without meat, sandwiches without meat). No license for non-TCS; TCS must register with DSHS. Registration provides unique ID instead of home address.
